تحلیل تطبیقی مبانی نظری مداخلة بریتانیا در دو جنگ کوزوو و لیبی از منظر مکتب انگلیسی

چکیده

سیاست خارجی بریتانیا را در برهه‌های زمانی مختلف می‌توان بر اساس نظریه‌های مختلف روابط بین‌الملل تبیین کرد. در دو دوره مداخلة نظامی این کشور در جنگ کوزوو و لیبی، توجیه‌های دولت کارگر و محافظه‌کار بر نظریة مکتب انگلیسی روابط بین‌الملل تکیه دارد و می‌توان آن را بر این اساس تفسیر کرد. بااین‌حال، رویکردهای اتخاذی تونی بلر و دیوید کامرون تحت تأثیر هنجارهای بین‌المللی در حال تحول و ملاحظات جغرافیای سیاسی (ژئوپلیتیکی) نشان از تداوم و تفاوت‌هایی در سیاست خارجی این کشور دارد. سؤال اصلی پژوهش این است: دلایل ورود و مداخلة بریتانیا کدام است، که به عملکرد این کشور ذیل مأموریت‌های ناتو انجامید و بیانگر تفاوت رویکردهای سیاست خارجی دو حزب کارگر (تونی بلر) و حزب محافظه‌کار (دیوید کامرون) در دو جنگ کوزوو و لیبی است؟ این مقاله بر این فرضیه استوار است که بریتانیا در زمان زمامداری هم حزب کارگر و هم حزب محافظه‌کار، با استفاده از دلایل بشردوستانه و با بهره‌جستن از ظرفیت سازمان‌های بین‌المللی، مانند ناتو و شورای امنیت، ورود به جنگ‌های کوزوو و لیبی را توجیه کرده و اهداف ملی خود را پیش برده است. به‌منظور رسیدن به پاسخ سؤال و فرضیة پژوهش از مکتب انگلیسی روابط بین‌الملل استفاده شد. داده‌های مقاله نشان می‌دهد، اگرچه مداخلة بریتانیا در هر دو جنگ مبتنی‌بر اصل هم‌بستگی‌گرایانة مکتب انگلیسی استوار بوده است، حزب کارگر بیشتر به‌دنبال نفوذ جهانی و حزب محافظه‌کار درصدد پیشبرد دیپلماسی بوده است.
