طراحی چارچوب امنیت و دفاع غرب آسیا در سایة احیای راهبردی ایران

چکیده

در پژوهش حاضر امکان‌ تحقق «طرح جامع امنیت و دفاع غرب آسیا» (MESD) تحت رهبری رو به رشد جمهوری اسلامی ایران بررسی شده است که هدف آن برقراری صلح و ثبات در منطقه است. پس از جنگ اخیر میان اسرائیل و ایران، رهبری آیت‌الله خامنه‌ای توان مجهز نظامی را در خلیج‌فارس به نمایش گذاشت. این امر سبب شد بازیگران مهم منطقه‌ به این بازاندیشی بپردازند که آیا همچنان می‌توانند به ایالات متحدة آمریکا برای دریافت کمک‌های نظامی و امنیتی تکیه کنند؟ با توجه به شرایط کنونی در غرب آسیا و لزوم تحقق امنیت و صلح، دستورکار امنیتی جدیدی لازم است تا «سیاست مشترک دفاعی در غرب آسیا» (CDPM) تدوین شود. در این چارچوب باید بر جنبه‌های کلیدی، همچون ائتلاف‌های نظامی، مشارکت‌های راهبردی، فناوری دفاعی و طراحی راهبردهای جدید دفاعی برای مقابله با کارزارهای اطلاعات نادرست علیه ایران تمرکز شود. این دستورکار پیشنهادی ضرورتی انکارناپذیر است، آن هم در پرتو تهدیدهای اخیر اسرائیل و ایالات متحده مبنی‌بر اینکه آتش‌بس نه پایان جنگ، بلکه صرفاً موقتی است و حملة جدید به ایران اجتناب‌ناپذیر خواهد بود. بنابراین، ایران باید نهایت استفاده را از این شرایط ببرد و در راستای تأمین حاکمیت و منافع راهبردی خود در غرب آسیا برنامه‌ای راهبردی را پیشنهاد کند تا با کاربست آن‌ مانورهای راهبردی اسرائیل و ایالات متحده را با شکست روبه‌رو سازد. ایران در کانون این طرح بلندپروازانه قرار دارد؛ طرحی که دستورکار مشترکی را بر پایة درک مشترک از CDPM ترویج می‌دهد و در نهایت به خودمختاری راهبردی در منطقه منجر می‌شود.
