رویکرد آمریکایی در ارزیابی دامنة قدرت نرم ایالات متحده در هند

چکیده

در این مطالعه، میزان دسترسی و اثربخشی قدرت نرم ایالات متحده در هند از سال 2010 تا 2025م ارزیابی شده است. همچنین، بررسی شده است که چگونه ابزارهای فرهنگی، آموزشی، اقتصادی و دیپلماتیکی برداشت‌های هندیان را از ایالات متحده شکل داده است. در این مطالعه، با بهره‌گیری از نظریة قدرت نرم جوزف نای، تحلیل محتوای کیفی با داده‌های کمّی حاصل از نظرسنجی‌های پیو و شاخص‌های ثانویه- ازجمله تبادل آموزشی، جریان‌های کمک و ارقام تجاری- ادغام شده است. بر پایة یافته‌ها، نفوذ ایالات متحده در هند چشمگیر اما نامتوازن است، به‌طوری‌که در حوزه‌های فناوری، آموزش و سرگرمی قوی‌ترین است، اما به‌دلیل بی‌اعتمادی تاریخی، حساسیت‌های فرهنگی و پیچیدگی‌های ژئوپلیتیکی محدود شده است. ابتکارهایی مانند تبادل‌های فولبرایت، تعامل با مهاجران و همکاری‌های اقتصادی، حسن نیت را تقویت کرده است، اما تناقض‌های مشهود در سیاست و پیام‌های اخلاقی ایالات متحده همچنان جذابیت عمیق را محدود می‌کند. در نتیجه‌گیری باید گفت تعامل پایدار و خلاقانه- مبتنی‌بر اعتبار، برابری و رفاه مشترک- برای تبدیل جذابیت فرهنگی آمریکا به نفوذ راهبردی پایدار در بافت چندقطبی و درحال‌تحول هند ضروری است.
