راستی‌آزمایی دولتی در بحران؛ چارچوب‌بندی، بلاغت و تعامل کاربران با سکوهای اجتماعی در جریان بحران سال 2025م هند و پاکستان

چکیده
اطلاعات نادرست و گمراه‌کننده و میانجی‌شده از طریق رسانه‌ها در بحران‌های ملی، چالشی جدی برای دولت‌های امروزی و زیست‌بوم‌های رسانه‌ای است. هم‌زمان با تشدید تنش‌ها میان هند و پاکستان و در پی حملة تروریستی پهلگام در 22 آوریل 2025م، جریان روایت‌های نادرست و گمراه‌کننده در سکوهای رسانه‌های اجتماعی به‌طور چشمگیری افزایش یافت. در واکنش به این وضعیت، واحد راستی‌آزمایی دفتر اطلاع‌سانی مطبوعاتی هند (PIB: Press Information Bureau) در نقش یکی از بازیگران کلیدی دولتی، از طریق مداخله‌های هماهنگ در فیس‌بوک و ایکس، در مقابله با اطلاعات نادرست نقشی مهم ایفا کرد. در این پژوهش با بهره‌گیری از تحلیل محتوای ترکیبی پست‌های راستی‌آزمایی و منتشرشدة PIB در دورة بحران، در پی پاسخ به این پرسش اصلی بوده‌ایم: واحد راستی‌آزمایی PIB چگونه به اطلاعات نادرست منتشرشده در فیس‌بوک و ایکس طی بحران هند و پاکستان در سال 2025م واکنش نشان داد؟ با اتکا به نظریة چارچوب‌بندی و نظریة ارتباطات موقعیتی بحران، در این مطالعه شیوه‌های ساخت روایت، لحن بلاغی و راهبردهای بصری به‌کارگرفته در ایجاد اعتبار نهادی و کاهش عدم‌قطعیت عمومی را بررسی کرده‌ایم. افزون بر این، شاخص‌های تعامل کاربران در هر سکو، با استفاده از اندازة اثر کلیف (Cliff’s delta) تحلیل شده است تا تفاوت‌های واکنش مخاطبان در فیس‌بوک و ایکس ارزیابی شود. یافته‌ها بیانگر اهمیت چارچوب‌بندی راهبردی، اعتباربخشی بصری و شیوه‌های ارتباطی متناسب با ویژگی‌های هر سکو در شکل‌دهی به روایت‌های عمومی و تقویت اعتبار دولت در خلال بحران‌های امنیت ملی بود.
