امنیتی‌سازی مجدد روسیه توسط ناتو و کشورهای غربی بر اساس نظریة امنیت جمعی

چکیده

توسعة ناتو به شرق و تبعات امنیتی آن برای کشورهای منطقه از دیرباز مورد توجه پژوهشگران بوده است. بحران اوکراین باعث شد تا مسئلة توسعة ناتو مجدداً در صدر توجه‌های پژوهشگران قرار گیرد. روسیه اقدام‌های اوکراین را برای عضویت در اتحادیة اروپا و توسعة ناتو تهدیدی امنیتی محسوب می‌کند. کشورهای غربی نیز اقدام روسیه در انضمام کریمه و حمله به اوکراین را تهدیدی امنیتی قلمداد کردند که به «واکنش جمعی» در مقابله روسیه انجامید. در این مقاله، به‌دنبال پاسخ به این سؤال بوده‌ایم که چرا کشورهای غربی و ناتو که پیش از این به‌دنبال امنیت‌زدایی از روسیه بودند در قبال بحرانی منطقه‌ای، واکنش جهانی اتخاذ کردند و به امنیتی‌کردن مجدد روسیه پرداختند. در مقالة حاضر، با اتخاذ رویکردی نظری و به‌طور خاص، با کاربست نظریة امنیت جمعی، وضعیت کنونی تنش‌ها در روابط روسیه و غرب بررسی شده است. نتایج این بررسی نشان می‌دهد پس از تحولات سال 2014م در اوکراین و انضمام کریمه به روسیه، ناتو روسیه را به‌عنوان منبع جدید تهدید شناسایی کرد. در این تغییر موضع ناتو، انضمام کریمه و بحران دانباس عامل شتاب‌دهندة بسیار تأثیرگذاری بود. در این شرایط، اهتمام غرب برای اقدام جمعی علیه روسیه در چارچوب نظریة امنیت جمعی تحلیل‌پذیر است.
