Energy security and the hypothesis of decoupling: A case study of Russia-Ukraine war

Abstract

Dominating the centers of production and energy resources, and energy security are among the goals of policymakers in the field of international relations. From the economic aspect, energy security for consuming countries means the stability of economic growth and for exporting countries means financing for economic growth. Being aware of this issue, energy importing and exporting countries, in an effort to improve energy security, use various hardware and software policies. One of the most important of which is to separate energy consumption from economic growth. This issue is especially important in the situation where the hostile country uses energy as a lever for its political and economic power. Although the literature on the decoupling of economy and energy goes back to the early 2000s, the connection of this phenomenon and energy security is the innovation of the present study, so that the energy security is expected to be closely related to the decoupling hypothesis. The main goal of this research is to investigate the decoupling of economic growth and energy consumption in energy importing countries (European Union, OECD member countries, China and the United States) and also an important exporter of energy resources (Russia) during the period of 2000-2021. For this purpose, Tapio method is used. The calculations and results of this research show that Russia and the United States have an energy security strategy, and the OECD and China do not have a specific strategy regarding energy security. The OECD region due to its heterogeneity and China due to its rapid economic growth strategy, have probably paid less attention to energy security risks. Although the EU has been more cautious, it has not yet experienced strong dynamic decoupling. It also seems that Russia's aggressive policy makes developed energy-consuming countries pay more attention to the sustainable decoupling of economic growth and energy consumption in the energy security strategy. In sum, energy security risks as an integral part of national security among other factors has encouraged these countries to further decouple.
