سیاست دلارزدایی چین و تأثیر آن بر هژمونی دلار آمریکا

چکیده

نقش بین‌المللی دلار در اقتصاد جهانی همچنان نقشی مسلط است؛ اما، این اعتقاد وجود دارد که مسائلی مانند تحولات ژئوپلیتیکی، پیشرفت فناوری و در نهایت افزایش نقش رو به رشد چین، همچون قدرتی نوظهور، ممکن است هژمونی دلار آمریکا را در جایگاه قدرت مسلط با چالش روبه‌رو کند. چین در راستای دلارزدایی، سیاست‌های مهم و متنوعی اتخاذ کرده است تا بتواند یکی از مهم‌ترین پایه‌های قدرت آمریکا را تضعیف کند. بر همین مبنا، در پژوهش حاضر، با استفاده از روش تحلیلی‌ـ‌تبیینی و با استفاده از منابع مکتوب و اینترنتی و داده‌های نهادهای مالی و بانکی در پی پاسخ به این سؤال مهم هستیم: چین در راستای دلارزدایی چه اقدام‌هایی انجام داده و تا چه اندازه تأثیرگذار بوده است؟ فرضیة مطرح‌شده این است که به‌علت سیطرة دلار بر ساختار مالی و نظام پرداخت بین‌المللی و نیز وابستگی کشورهای جهان، ازجمله خود چین، به این ساختار، اقدام‌های متنوعی که چین برای تضعیف دلار اتخاذ کرده، تاکنون هژمونی دلار را با چالشی جدی روبه‌رو نکرده است. یافته‌های این پژوهش نشان می‌دهد که اگرچه سیاست دلارزدایی چین تهدیدی بالقوه برای هژمونی دلار است، تاکنون نتوانسته است تسلط ارزی آمریکا را با چالش روبه‌رو کند و به‌نظر می‌رسد نظم مبتنی‌بر دلار تا آیندة قابل‌پیش‌بینی ادامه خواهد داشت.
