سیاست خارجی بریتانیا در قبال جنگ اوکراین: سودای بریتانیای جهانی

چکیده

در مقالة حاضر، با تمرکز بر اهمیت رویکرد «بریتانیای جهانی» در سیاست خارجی بریتانیا در دورة پسابرگزیت، به‌دنبال بررسی نگرش سیاست خارجی بریتانیا به جنگ اوکراین طی دو دورة شروع بحران در سال 2014م و حملة نظامی روسیه به اوکراین در سال 2022م بوده‌ایم. پرسش اصلی پژوهش این است که تأثیر رویکرد «بریتانیای جهانی» در سیاست خارجی بریتانیا در دورة پسابرگزیت در قبال جنگ اوکراین چگونه است؟ فرضیة مقاله، با رویکرد کیفی از طریق مفاهیم نظریة مکتب انگلیسی روابط بین‌الملل، این است که اتخاذ رویکرد «بریتانیای جهانی» در شکل‌گیری و فعال‌شدن سیاست خارجی بریتانیا در رابطه با جنگ اوکراین به‌ویژه در دورة پسابرگزیت نقش مهمی داشته است. با درنظرگرفتن مؤلفه‌های اصلی مکتب انگلیسی روابط بین‌الملل و اتخاذ رویکرد بریتانیای جهانی در سیاست خارجی بریتانیا در دورة پسابرگزیت، در خصوص جنگ اوکراین، بریتانیا از هم‌بستگی اروپایی به‌سمت کثرتگرایی بریتانیامحور، از نهادهای ثانویة اروپامحور و هم‌بسته‌گرا به نهادهای اولیه و دارای کارکرد امنیتی و گسترده‌تر (متکثر) و در نتیجه ایفای نقش رهبری در جنگ اوکراین در راستای احیای قدرت بزرگ و هماهنگی مواضع با آمریکا در چارچوب «رابطة ویژه» حرکت کرده است.
