رویکرد ایالات متحدة آمریکا در قبال ابتکار کمربند-جاده در پرتو راهبرد کلان آمریکا در قبال چین (2020-2013)

چکیده

ابتکار کمربند-جاده را در سال 2013م شی جین‌پینگ، رئیس‌جمهور چین، مطرح کرد. این ابتکار یکی از وجوه حائز اهمیت سیاست خارجی چین را تشکیل می‌دهد. از طرفی، باتوجه به وسعت جغرافیایی، ابعاد زیرساختی گسترده و تحولات متعاقب این طرح، کشورهای مختلف در دو سطح دانشگاهی و اجرایی آن را بررسی کرده و بدان توجه ویژه داشته‌اند. بررسی روابط ایالات متحدة آمریکا و چین، همواره مورد توجه کارشناسان روابط بین‌الملل بوده است. در این پرتو، ایالات متحدة آمریکا نیز به ابتکار کمربند-جاده توجه نشان داده و نسبت به آن الگوی رفتاری مشخصی را دنبال کرده است. ازاین‌رو، شناخت الگوی رفتاری و رویکرد آمریکا نسبت به ابتکار کمربند-جاده، محورهای مهمی از پویایی روابط متقابل این دو کشور را نمایان خواهد کرد. در پژوهش حاضر، رویکرد ایالات متحده در قبال ابتکار کمربند-جادة چین در پرتو راهبرد کلان آمریکا در قبال چین در بازة زمانی 2013- 2020 بررسی شده است. بر این اساس، به‌دنبال پاسخ به این سؤال اصلی بوده‌ایم که الگوی رفتاری ایالات متحده آمریکا در قبال ابتکار کمربند-جادة چین در بازة زمانی مذکور چگونه تبیین‌پذیر است. یافته‌های مقاله نشان می‌دهد آمریکا کمربند-جاده را طرحی با هدف افزایش نفوذ ژئوپلیتیکی چین در دو سطح بین‌الملل و منطقة هند-پاسفیک می‌داند که باتوجه به سطح تعارض منافع طرح با منافع آمریکا، الگوی رقابت و تقابل را در قبال این طرح دنبال کرده است. روش تحلیل مورد استفاده در پژوهش حاضر، تحلیل محتوای کیفی است و از داده‌ها، منابع و اسناد موجود استفاده شده است.
